According to a statement released by the L-G House, Saxena’s orders were in response to a suggestion from the Services Department.

The L-G House claimed that the AAP government had hired these “private staff” by “flouting constitutional provisions of reservation by depriving people belonging to the Scheduled Castes, Scheduled Tribes, and OBCs of their constitutional rights; or through back door entry without meeting the qualification/experience.”

The Delhi government has made temporary appointments lasting more than 45 days in all such circumstances, and it was noted that reservation requirements for SC/ST/OBC would be implemented. The statement stated, “This is an open denial of the rights of Scheduled Castes, Scheduled Tribes, and Other Backward Classes in Delhi.”

Multiple private employees hired by the AAP administration, according to L-G House officials, “did not even fulfill the eligibility criteria (educational qualification/work experience) laid out in the advertisements for such posts.” Officials added that they “did not verify the veracity of work experience certificates submitted by these private persons,” which were later found to be “fudged and manipulated” in many cases.

The L-G House stated, “To protect the rights of these integral sections of Indian society, the L-G decided to immediately cancel all such back-door recruitments undertaken in violation of constitutional reservation provisions.”
In the meantime, senior authorities in the Delhi government have announced the layoffs of several senior personnel who have worked closely on various projects with the ministers, secretaries, and other senior officials in 23 departments.
In addition, the L-G has ordered all agencies, autonomous bodies, and public sector organizations to adhere to the constitutional principles of reservation or face disciplinary action up to and including dismissal from their respective positions.
