The BJP and the RSS have been exonerated in a judicial committee report on the Moradabad riots 1980, which was finally submitted to the Uttar Pradesh Assembly on Tuesday after 40 years.

In the presence of Chief Minister Yogi Adityanath, Parliamentary Affairs Minister Suresh Kumar Khanna presented the lengthy (496-page) report to the state assembly.

The state cabinet decided to present the Justice M P Saxena Commission findings to the legislature in May. Eighty-three people were killed, and many more were injured during riots in 1980, and the report blames a leader of the Muslim League and his supporters.

In November of 1983, retired Allahabad High Court judge Saxena handed up his report. The police’s use of deadly force has been explained in the report as lawful self-defense. It attributes the violence to a prominent member of the Muslim League and some of his followers.

According to the study, the Rashtriya Swayamsevak Sangh (RSS) and other Hindu groups did not hold any covert meetings inciting Harijans (Dalits) to retaliate against Muslims. It claimed that neither the RSS nor the Bharatiya Janata Party were involved.

Based on a thorough examination of the evidence, the report concludes that Dr. Shamim Ahmed Khan (the Muslim League leader) and his supporters played a significant part in each incident and were willing to fight with the police and administration to achieve their political goals.

The report from the panel also makes it apparent that members of the Muslim League were among those who backed Khan. The investigation, however, has made it clear that not all Muslims participated in planning the riots.

According to the report, on the day of Eid, police personnel exercised extreme caution and only opened fire on the Eidgah when they feared for the safety of the worshippers. Only in an act of self-defense was the shot fired. The rioters, it added, still managed to spread excitement.

It stated that police personnel cannot be held liable for the deaths in the Idkhana, Bhura Chauraha, and Barfkhana areas owing to the stampede. Communal violence broke out at the Moradabad Eidgah when a disagreement broke out during Eid prayers.

The commission has advised steps to control the riots in its report, including broadcasting accurate information over loudspeakers during a riot to refute false rumors.

Vishwanath Pratap Singh was chief minister of the Congress administration of UP during the riots of 1980. Indira Gandhi served as prime minister during this time.
