The Congress Party released the second part of its manifesto for the upcoming Delhi Assembly elections on Wednesday. Party leader Jairam Ramesh emphasized the significance of the five guarantees, stating that they are a right of the people, not just promises. He criticized the ruling AAP and BJP for failing to tackle Delhi’s pollution and environmental concerns.
State Congress President Devender Yadav detailed the 22-point manifesto, which includes major commitments such as the abolition of contract jobs, making all positions permanent, and implementing a 33% reservation for women in government employment.
The pension for senior citizens, widows, and persons with disabilities will be doubled to ₹5,000 per month, while daughters of widows will receive ₹1.1 lakh for marriage assistance. Additionally, 100 Indira Canteens will be set up across Delhi, offering meals for ₹5 per plate.
Congress has also pledged support for street vendors, a caste census, and the formation of a Purvanchal Ministry. The healthcare sector will see improvements with 24-hour dispensaries in each ward, ten multispecialty hospitals, and free health coverage of up to ₹25 lakh.
Plans include constructing 700 public libraries, upgrading sewage systems, and ensuring only treated water is released into the Yamuna. Other initiatives include restoring the Bhaagidari Yojana, granting ownership rights in unauthorized colonies, and providing 24-hour access to clean drinking water.
The first part of the manifesto had introduced five guarantees, such as financial aid for women, youth scholarships, a health insurance scheme, subsidized cooking gas, and 300 units of free electricity. Delhi will vote on February 5, with results declared on February 8.
