Haryana Government ACB Investigation into IAS Officer’s Alleged Corruption!!

The Haryana Anti-Corruption Bureau (ACB) has been granted the much-awaited approval to conduct an investigation into a case involving senior bureaucrat D Suresh.

The allegations revolve around the reallotment of a resumed plot to an educational institution in Gurugram.

The Haryana Government has provided its nod under Section 17A of the Prevention of Corruption Act, allowing the ACB to delve into the matter.

The Allegation’s Background

The case centers on reallotting a 1.5-acre resumed school site in Gurugram at the original 1994 rates. At the time of the reallotment in 2019, D Suresh held the position of Chief Administrator of Haryana Shehri Vikas Parishad (HSVP):

The ACB’s investigation was prompted by private individuals who had raised concerns about the reallotment process and sought official scrutiny.

Before the ACB’s involvement, the Town and Country Planning Department had already taken action against the reallotment by canceling the controversial order.

Additional Chief Secretary of Town and Country Planning, Arun Gupta, oversaw the revocation of the reallotment earlier in the same month.

The dispute over the school site allotment dates back to 1994, when a provisional allotment letter was issued to the educational institution for the site in Gurugram.

However, the allotment was later revoked in 2003 by the Estate Officer, Gurugram, due to the allottee’s failure to meet the terms of the allotment. Subsequent appeals and revisions by the allottee in 2004 and 2008 were dismissed.

In 2012, an inquiry was initiated by the Additional Chief Secretary (ACS), who directed the Estate Officer in 2015 to reduce the allotment size to 1 acre instead of the original 1.5 acres.

Additionally, the ACS ordered a claim for 9 percent simple interest on all outstanding dues from January 1994, the date of the initial provisional allotment letter.

Despite the allottee’s appeal for a 1.5-acre site and the subsequent dismissal of the claim in 2018 by the revisional authority, a surprising turn occurred in May 2019.

D Suresh, then serving as the Chief Administrator of HSVP, issued an administrative order personally, reallotting the total 1.5 acres in favor of the school.

This action took place even after the government had declined such a reallotment. Consequently, the government intervened and called for an investigation by the ACB.

The approval for the Anti-Corruption Bureau’s investigation into the alleged corruption involving senior bureaucrat D Suresh marks a significant development in this complex case.
